Directions for improving the regulation system of the use of irrigation water in the Republic of Azerbaijan

The article examines the experience of the countries of the world in the formation, evolution and current state of regulatory systems related to the use of irrigation water in agriculture, analyzes the role of conceptual approaches such as Irrigation Management Transfer, Participatory Irrigation Management, as well as Water Users Associations, Public-Private Partnerships and water markets in the formation of these systems, an exemplary scheme of the irrigation system management model, relevant for the current period, is presented. At the same time, the article provides a comparative analysis of the issues of tariff regulation for irrigation water and various methods used by different countries when calculating payments for irrigation water. Then the article analyzes the formation, development and current state of regulatory systems related to the use of irrigation water in Azerbaijan, and presents a model scheme of the country's irrigation system. Finally, based on the results of the analysis of world experience, specific recommendations were given to improve the system for regulating the use of irrigation water in Azerbaijan
