Structural problems of agricultural sector lending

The article is devoted to the systematic identification of existing problems in the field of agricultural sector lending in Azerbaijan and the development of an appropriate typology. The aim of the study is to develop a multi-criteria classification of the problems in agricultural lending in Azerbaijan, to reveal their structural interrelations, and to present specific proposals for their resolution. Within the framework of the research, existing literature has been reviewed and official data from the Central Bank have been analyzed. The problems have been classified into five thematic groups: information and assessment asymmetry, inadequacy of risk-sharing mechanisms, structural mismatch in credit supply, transaction costs and institutional coordination problems, and fragmentation of the value chain. The article proposes the establishment of a multi-tier financial architecture, the development of agricultural insurance, the implementation of value chain financing, and the creation of a digital credit infrastructure
